will
pursue four considerations: (1) explaining the problem (“The Wrong Tool for the Task”),
(2) considering the importance of the problem (“A Market Opportunity for Commuter
Bicycles”), (3) detailing that the problem can be solved with available funding and/or extant
technology (“Minimizing Costs in Developing Commuter Bicycles”), and (4) arguing that the
proposal is the best available solution (“Thumbies” as Standard Equipment for Commuter
